An advisory practice built from the inside of institutions.

Outreach Consultancy Services was incorporated in Sydney in 2008. For most of that time its work has been with Australian training providers, in the part of the sector where institutions meet their regulator. Outreach | Education & Skills Advisory is that experience brought to a wider room.

What eighteen years in a regulated system teaches you.

Registering a training organisation, taking it through audit, winning and keeping government funding, checking an acquisition before the money moves: this is unglamorous work, and it is where you learn how institutions really operate. Not the organisation chart, but who actually decides, what evidence they look at, and what happens on the day a trainer leaves or a standard changes.

Over time the pattern became clear. The institutions that did well were not the ones with the thickest policy manuals. They had leaders who understood the sector, educators who were kept current, systems that produced evidence as a by-product of running, and a habit of looking at that evidence before anyone else did. Compliance followed from that; it never produced it.

Governments, development programs and larger institutions face the same problem at a larger scale. A ministry writing a skills strategy, a polytechnic board taking on new autonomy, a donor program strengthening a national training authority: each of them needs the policy translated into institutions that can carry it. That translation is what Outreach does.

Based in Sydney. Oriented to the region.

Our experience is Australian. Our interest, and our relationships, extend to New Zealand, the Pacific, Timor-Leste and South and Southeast Asia, where the questions we work on are live and the institutions are being built now.

How we work.

Integrated, not piecemeal
Skills development, institutional governance, educational quality and management systems are one problem inside an institution. We work on them together, because fixing one in isolation tends to move the fault somewhere else.
Advice that can be implemented
A recommendation the institution cannot carry out is not advice. We design for the budget, the people and the calendar that actually exist, and we stay through implementation when that is wanted.
Principal-led
The Director leads every engagement and is accountable for it. Associates and local collaborators join as a project needs them; the relationship does not get handed down.
Capability that stays
We measure our work by what the institution can do after we leave: the knowledge, systems and habits it keeps, not the report it files.
Australian experience, local ownership
We bring experience of Australia's regulated vocational system and quality management to each engagement, and we hold it lightly. Local priorities, context and ownership decide what fits.

The name and the mark

Outreach has been the firm's name since 2008. We kept it, because it says what the practice has become: a reach from one well-understood system out to others. The dot after the name is the same dot that marks Sydney on our chart. It says where the advice comes from.
