We strengthen the institutions that teach a country its skills.

Outreach is an independent education and skills advisory based in Sydney. We work with governments, vocational and higher education institutions and development partners on skills systems, institutional strength, governance and quality, and the partnerships that cross borders.

Eighteen years on the regulated side of vocational education.

Outreach Consultancy Services has worked with Australian training providers since 2008, in the part of the sector where institutions meet their regulator: registration, audit, funding compliance, acquisition due diligence and the quality systems that hold all of it together.

That work taught us something the policy papers tend to leave out. Institutions do not improve because a standard changed. They improve when leadership, educators, systems and evidence move together, and when someone is accountable for making sure they do.

That is the work we now bring to a wider room: ministries and skills authorities, TAFE and polytechnic boards, universities, development programs and the industry bodies that depend on them.

Who we serve, in more detail

We draw a skills system as six parts standing on five foundations.

A curriculum on its own delivers content. Employable, lasting skill comes from six parts of a system working together, on foundations that belong to no single department and so are easy to neglect. This is the drawing we keep coming back to.

Four stages, whatever the size of the engagement.

A two-week diagnostic, six months of mentoring or a multi-year program all move through the same stages. Only the depth changes.

  1. Diagnose

We start by understanding what the institution or program is for, who it answers to, what it can do today and where it is falling short. That means talking to the people involved, reading the evidence and setting a baseline nobody will argue with later.

    • Stakeholder consultation
    • Capability assessment
    • Gap analysis
    • Risks and baseline
  2. Design

Then we design what fits: the strategy, the governance, the quality system and the plan to get there, with indicators that say whether it is working. Fit matters more than ambition. If the institution cannot run the design without us, we have not finished it.

    • Strategy and systems architecture
    • Implementation roadmap
    • Measurable indicators
  3. Implement

We stay through implementation, which is where most plans fail. Technical assistance, coaching, training and change support, with the institution's own people doing the work and learning to do it without us.

    • Technical assistance
    • Coaching and training
    • Project and change support
  4. Assure and improve

Finally we check whether it worked, strengthen accountability for keeping it working and make improvement something the institution does on its own schedule, not the regulator's.

    • Internal review
    • Performance monitoring
    • Corrective action
    • Institutionalisation

Ways to commission us.

Three of the seven engagements we scope most often. Durations are planning assumptions, settled once the institution is understood.

Institutional quality and governance diagnostic2 to 4 weeksGovernance review, gap analysis, risk assessment, improvement roadmap
TVET institutional strengthening program3 to 12 monthsCapacity development plan, mentoring, quality frameworks, implementation support
Skills development strategy and implementation design6 to 12 weeksSkills strategy, stakeholder analysis, implementation plan, KPIs

All seven, and how commissioning works

Lasting improvement in education and skills is not achieved through curriculum or compliance alone. It needs capable institutions, strong governance, competent educators and systems that deliver quality consistently. Our role is to help bring those things together.

Tell us what you are working on.

A skills initiative, an institution that needs to be stronger, a quality system, a partnership across borders. The first conversation costs nothing and tells both of us whether we should work together.
